I. Introduction
The League of Encelia is a clan made up of smaller clans that support different games. These smaller clans are known as divisions, and are united under the League of Encelia name. Each division has its own name and leader(s) (known as the deputy). One division may cover multiple games. There is an authority on the league level consisting of the president and High Assembly, which decides upon issues affecting the league as a whole.
A. Divisions have sovereignty over their own affairs, so long as they do not conflict with this constitution. The league leadership may only impose rules on divisions with regards to the implementation of league services (such as the forums or website hosting), or if they are to enforce provisions in this constitution.
II. President
The clan leader is known as the president, who is elected every four months by LoE members. The president works in conjunction with the High Assembly to resolve league issues and administrate league business, but may not contradict this constitution or High Assembly decisions in his own decisions. There is also a vice president, who advises the president and takes part in some presidential decisions. The vice president is appointed and expelled by the president. The president and vice president may be members of any clan divisions, but the divisions are not required to give them special treatment. They are also High Assembly members by default if not already representing divisions.
A. Provisional Status
1. If a new division of the league is proposed, the president, with the approval of the Vice President, may decide to give a prospective division provisional status, making it part of the league temporarily. Provisional status may be granted for up to three months by the president. This allows the High Assembly to evaluate the division in operation before voting.
a) Divisions with provisional status are not allowed any High Assembly positions.
b) The president may revoke a division’s provisional status at any time.
B. The vice president serves as a tie breaker if the High Assembly is evenly divided in any poll.
C. If a division at any point has no leaders, the president shall be granted temporary deputy status over the division. During this time, the president can do whatever he sees as necessary to get the division started again, or recommend that it be closed.
D. The president has a line of succession for if he disappears without notification for more than five days. The vice president is first in line to assume the position. If there is no vice president at the time, the vice president is also absent during this period, or he declines succession, the elections administrator will assume the position. However, the president may chose someone else to hold second place in the line of succession. Whoever takes over will assume the position until the president returns.
1. The president may select other members further along in the line of succession if the second in line member is also not available or declines succession.
2. If the president plans to be absent and gives prior notification, he may select a member to replace him other than the vice president.
E. In any case that there is a temporary president, they assume the powers of the vice president as well as the president, unless they appoint a temporary vice president.
F. Should a president ever resign, the vice president will replace him for the remainder of the resigning president's term. If the president resigns while there is no vice president, then a mid-term election is automatically called to replace him. The election begins 14 days after the resignation, and the replacement shall become president for the remainder of the previous president’s term.
III. High Assembly
The High Assembly is a branch of the league consisting of various division representatives who debate and vote on clan issues. The High Assembly handles most of the more major decisions regarding league business, and is the highest authority at the league level (below this constitution).
A. All deputies are automatically given positions in the High Assembly. Each division is then given a certain number of further High Assembly members known as representatives. Each division will have a representative seat for every five members in their division, up to six representatives (not including deputies). Division representatives are appointed and expelled by the deputy or deputies of that division unless the rules of the division dictate otherwise, and must be members in the division that they are representing.
1. A representative may represent multiple divisions if they are a member of each division. Members who represent multiple divisions get no added benefits.
2. If there are more than two deputies in one division, not all of them can sit on the High Assembly. Instead, the division's deputy seat will be replaced with one extra permanent representative seat, to be filled as in any normal seat. If a division has no official leaders, all division members are considered deputies.
B. If a representative believes that another representative should be removed from the High Assembly, he may call a vote to remove that the representative. Representatives must be removed by majority vote of the High Assembly, but deputies must be removed by at least a two-thirds majority vote. Expelled representatives/deputies may only be appointed again if, in another poll, a majority of the High Assembly votes to let them rejoin.
C. Here is a list of other issues that High Assembly votes on. All High Assembly polls must be open for at least three days and at most ten days or until all representatives vote. The president, vice president, or the person who called the poll may close one:
1. The addition of new divisions to the clan, or the removal of divisions from the clan.
2. The expansion of a division to another game, but only if a representative objects to the expansion.
3. Amendments to this document. Any High Assembly member may call an amendment. Amendments must pass by a two-thirds majority vote (67% rounded to the nearest whole percentage point) to be implemented.
4. The calling of a mid-term Presidential election (See Elections article).
5. Any other clan decision proposed, so long as it does not violate this constitution.
IV. Elections
The president is elected every four months in a poll of all full members. All members of non-provisional LoE divisions may run for president if they are sponsored by two other members. Members may declare their candidacy at any time during the two months prior to the election. The candidates are then given the rest of the time between then and the election to campaign.
A. An elections administrator chosen by the High Assembly oversees any election. The elections administrator may impose rules upon the conduct of candidates and the implementation of the elections, so long as they do not violate the constitution or High Assembly decisions. Elections administrators cannot run for election.
1. Any candidates for the position must be sponsored by a Representative. Representatives may only nominate one member each, and may not nominate themselves. The nominations must be open for at least three days and at most 14 days. Nominations may be closed between the 3 and 14 days by either the president or vice president.
a)
If there is only one candidate, the poll is a simple yes-no vote. If there is a no majority, the process begins again.
2. Elections Administrators serve until they resign or are removed by the High Assembly. Nominations open immediately following resignation or removal.
B. A two-round election system is used to elect the president.
1. The first round of voting is held on the third Friday of the final month of the current presidential term, and remains open for three days (through Sunday).
a) If there are only two candidates, or a candidate receives a majority (over 50%) of votes in the first round, that candidate is elected president, and will take over the position at the start of the next presidential term. If no candidate receives a majority of votes in the first round, the two candidates with the most votes move on to the second round.
b) If there are only two candidates who receive votes and the votes are tied, the elections administrator shall break the tie. If a second round of voting is needed and there is a tie for second place in the election poll (leaving it unclear as to who should move on to the second round), the elections administrator shall also decide who will move on. If there is no elections administrator in these circumstances, the High Assembly shall decide the issue in both cases.
2. If needed, the second round of voting is held a week later, on the last Friday of the final month of the current presidential term. It to is to remain open for three days (through Sunday).
a) Whoever receives the most support in this round is elected president, and will begin serving at the start of the next presidential term. If there is a tie, the same procedure applies as in a tie after the first round.
C. If only one member runs for election by the time of the poll, he is automatically given the position of President until the next election.
D. The High Assembly may call for an early (or mid-term) election before the end of a President's term. A mid-term election begins 14 days after the High Assembly declares the election. Whoever wins the election shall become President for the remainder of the previous President's term.
1. If at least a two-thirds vote in favor of a mid-term is reached, the president will be removed and the High Assembly will assume his duties, though they may choose another member to hold the position temporarily.
2. A midterm election cannot be held during the same month as a general election. However, the High Assembly can remove the president as in any midterm poll and assume his duties.

Third change was a modification of the provisional status system, allowing the President to extend provisional status beyond a month without the approval of the deputies in the High Assembly. Lastly, it limited the President's ability to deny a new deputy's appointment. The President could only deny a deputy from being appointed after the division's founding, and the original deputy of the division could appeal the High Assembly to overrule the decision. (Later with the May 06 No. 2 amendment the ability of the president to deny newly appointed deputies was removed altogether).

Description: It had three provisions, though only two passed voting. The first provision, called the Elections Provision, instituted Presidential elections to be held every 4 months. The second provision (which was not passed), called the Senate Provision, proposed renaming the High Assembly to the Senate and allowing any LoE member to apply for and automatically become a Senator. The third provision, called the Poll Length provision, simply required that all High Assembly polls be open for five days or until all Representatives vote.

Description: The first major change allows the High Assembly to call an early presidential election (mid-term election) in-case of the President violating the constitution or otherwise engaging in misconduct. The second major change restricts divisions from having more than two deputies (clan leaders) sitting in the High Assembly. If a division has more than two deputies, they must vote over a single deputy to sit in the High Assembly. This prevents a division from getting around the cap of 6 representatives, since deputies do not apply to that restriction. The third major change gives the Vice President the role of tie breaker if there is a tie at the end of a High Assembly poll.

Description: Mainly modified the way the Elections Administrator was chosen. It required that the nomination process be opened 30 days before the next poll. It also added that the next poll happens 5 days before the end of the previous EA's term. Other changes that it made included stipulating that the High Assembly may decide where a certain power lies (between the President and High Assembly) that is not covered in the constitution. In addition, it stated that, in presidential elections where there is a tie in the vote, a run-off poll is held between the two candidates with the most votes if there are more than two candidates. If there are only two candidates, the Elections Administrator breaks the tie. Lastly, it made some small grammatical corrections.

Description: Mostly held a revote on Provision 2 of the January 07 Amendment. This provision had two versions, one which simply implemented the system for handling ties in the presidential election that was implemented in the January 07 Amendment. The other version requires that candidates gain a majority (over 50%) of the vote to win. If they do not, a run-off election is held between the two candidates with the most votes. The majority required version won by one vote in this amendment, and was therefore implemented. It also fixed a minor technicality in the new system of selecting Elections Administrators implemented in the January 07 Amendment. If only a single candidate is nominated for the position, and the majority of the High Assembly votes no to their selection, the process begins again, but with only a seven day nomination period instead of a month long nomination period.

Description: This amendment made a wide variety of changes intended to improve the flexibility of the constitution. The most major change was the creation of a blanket rule that basically allows the High Assembly to make any decision it wants (so long as it does not violate the constitution), and another rules stating that its authority is the highest in the league, including above the president (but below the constitution). It also more clearly defined what authority the league leadership has over divisions, stating that the league leadership cannot interfere in division affairs except regarding the implementation of league services (like the forums) or enforcing provisions in the constitution. The amendment also added a provision that allows the High Assembly to assume the president's duties if there is not a president at any point. The other major provision allowed the High Assembly to remove the president in a midterm election poll if at least a two-thirds majority votes in favor of the midterm. There were other more minor changes, but they are too long to mention here.

Description: This slightly modified the elections system so that elections are always held on the third weekend of the last month of the current presidential term in office being served (previously they were always held on the final three days of the term). It also mandated that, if needed, the runoff election (held if there is no majority winner in the first election) would be held on the fourth weekend of the last month of the term, also placing that on a weekend and leaving a few days between the general and runoff elections to try to ensure that voters vote again in the runoff.
