II. General Membership
The general membership includes all members of non-provisional LoE divisions, known as full members. They vote on clan issues and elect the president.
A. All full members can directly vote on and discuss any clan issues that the president does not have exclusive authority over.
B. The general membership can remove the participation rights (including voting) from a specific member if at least a two-thirds majority votes in favor. That member can only regain participation rights if a majority of voters vote to allow him or her to.
B. If a general membership decision contradicts a presidential decision, the general membership’s decision must be followed.
C. All polls of the general membership must be open for voting for at least three days. The president, vice president, or the person who called the poll may close it after three days.
D. The general membership can expel the president by majority vote. After the expulsion, a mid-term election will be called to select a new president (see Elections article).
F. The general membership has exclusive authority over the following matters. These matters cannot be decided by the president or other staff.
1. Constitutional amendments, which must pass by at least a two-thirds majority.
2. The removal of divisions.
3. Making alliances, mergers, or other major dealings with other clans.
G. The general membership also has the following shared powers. These powers can be decided by either the president or the general membership. If the president decides them, the general membership may change or reverse the decision.
1. Granting a division full (permanent) status in the league. The vice president must also approve this decision, if it is decided by the president.
2. Allowing a division to expand into another game.
3. Creating staff positions.
